Mobility Snapshots advocacy leads to a safer community in Chisinau

Local authorities in Chișinău have implemented evidence-based interventions such as 30 km/h, pedestrian crossings, and traffic calming at the ACM intersection of Hîncești Highway and Academiei Street in Chișinău, following Mobility Snapshots advocacy by the Automobile Club of Moldova (ACM).

Previously, this busy intersection lacked any safe crossings. It had a speed limit of 50 km/h, no traffic signals, and cars parked on both sides of the road, making it difficult for pedestrians to cross the intersection.

Mobility Snapshots in Chișinău

Armed with these findings, ACM shared the data with local authorities, the traffic police, and the surrounding community. They convened meetings with decision‑makers where they submitted detailed reports and formal letters and produced video interviews at the site to illustrate real time risks. “The Mobility Snapshots became central to our advocacy, supporting us with clear evidence to secure targeted interventions,” says Tatiana.

These led to changes at the intersection including 30 km/h limits with signage, narrowing lanes and adjusting curbs to slow vehicle traffic, installation of pedestrian crossings, and an improvised parking zone that channeled pedestrians toward a clearly marked, signal‑controlled crossing. According to a community survey conducted by ACM after the interventions, 90% of local residents said the changes had a positive impact and significantly improved their safety as pedestrians. Building on this success, ACM is continuing its advocacy to replicate these interventions and promote policies that prioritize pedestrian safety across the city.
