Editorial: Reflections on the Global Plan anniversary

On 30 October 2025, the Alliance marked the fourth anniversary of the Global Plan for the Decade of Action for Road Safety 2021–2030 (Global Plan). This is our annual moment to pause, reflect, and assess whether we are on track or off target in meeting the Global Plan target. It is part of our ongoing effort to keep road safety on the agenda, track progress, and remind all stakeholders of the shared goal to halve road deaths and injuries by 2030.

This year’s discussion brought together experts from government, academia, the private sector, international development, and civil society, highlighting the cross-sectoral cooperation needed to deliver on the Global Plan. Discussions during the session emphasized that achieving the Global Plan’s targets requires collaboration from every stakeholder. While NGOs continue to play a vital role in pushing for accountability and action, participants noted that real, lasting progress depends on the engagement of all sectors including government, academia, the financial industry, major companies, and the judiciary. Panelists also highlighted the importance of regional and international cooperation.

Ahead of the event, we also spoke with our NGO panelists, whose work continues to demonstrate what implementation of the Global Plan looks like in practice. From advocating for evidence-based interventions in South Africa, to empowering communities in Canada, enforcing helmet standards in Viet Nam, and sustaining advocacy amid institutional uncertainty in Argentina, their stories show how NGOs are tirelessly contributing to achieving the Global Plan target, even amid challenges.

The Global Plan Anniversary is a reminder that this work does not end with one event but a continuous process of reflection, accountability, and renewed action. As we move closer to 2030, we must ask ourselves collectively: are we on track or off target? The answer lies in how well we sustain collaboration, strengthen systems, and empower the voices that keep road safety alive, especially those of NGOs.
